The Palmer Township Board of Supervisors authorized the completion of a settlement agreement involving two developers and a possible development on Van Buren Road Tuesday night at the administration office.
The settlement includes Exchange 12 LLC and developer Abraham Atiyeh, who filed a substantive challenge and curative amendment for a proposed complex dubbed "Villages at Palmer," which would have featured 182 prefabricated homes. The property for the proposed development is located at 1492 Van Buren Road, near the southeast corner of Van Buren Road and Newlins Mill Road and bound on the west by Route 33. Before proposing mobile homes on the property, Atiyeh had earlier suggested two distribution facilities.
More recently, Atiyeh contended the township's zoning law is invalid because it does not allow mobile home parks. To rectify the issue, Exchange 12 proposed amendments, and hearings on the curative amendment occurred at various times throughout last year. Supervisors OK'd a settlement between Atiyeh and developer Lou Pektor's Greystone Capital which allows Greystone to settle litigation involving the property and then propose its own development on the property.
Pektor's proposed development plans for the construction of 92 houses and 320 apartments on the land. Of the 320 flats, 70 units would be one bedroom, with 57 others including one bedroom and a den. The majority of the flats—158—would be two bedrooms, with 55 apartments comprising two beds and a den. With all 320 units have an average square footage of 1,185.
There will be an outdoor recreation area, a dog park, and a trail for bicyclists and walkers. Additionally, they will keep some of the land as open space.
