The South Whitehall Township Planning Commission approved Parkland High School's preliminary/final expansion plan. The commission met at the township headquarters.
Located at 2700 N. Cedar Crest Blvd., Parkland High School plan suggests expanding in five different ways. Across a 112.5-acre site, five separate projects will add 18,773 and 19,782 square feet to two classrooms, 572 square feet of an additional structure - use:unknown, 5,385 square feet to the sports entrance, and 2,753 square feet to the cafeteria.
Along with the building additions, the project also involves extending the bus loop, which will offer 11 more places for bus parking. The 63-space parking lot next to the bus loop will be removed as a result of this. To the southeast of the current parking lots, close to Cedar Crest Boulevard, a new lot will be built, providing an additional 111 parking places. Total parking will rise from 1,445 to 1,489 due to the parking area modifications. Two SALDO waiver petitions were submitted by the applicant. One of these, granted by the planners on July 10, permits grading that is steeper than 3-to-1, up to a maximum of 1.5-to-1.
The district is planning to construct a new 17,600 square foot maintenance facility and upgrade it with features such as a fueling/bus wash area, 219 parking spots for cars and vans, 152 places for buses, an enlargement of the pavement, and a road that connects to Orefield Road. Although a pole barn is scheduled to be removed, an existing garage will stay.
The school system asked for an expansion of the area. The commission gave its approval to the proposal.
About 2,500 feet of Stadium Road was being planned to be removed. A decision on the proposal's acceptance should be made by the township. Stadium Road's vacation, which would transfer it out of South Whitehall's control, was also a source of worry in a public safety commission assessment. Based on the commission's analysis, this could lead to possible access concerns if the school district opted to make future alterations to the road or the acreage close to the road. Until problems involving easements and street vacation are resolved making suggestions seem impossible.
Stadium Road should remain in the control of the municipality. The proposal to relinquish a part of right-of-way along Stadium Drive was rejected.
Parkland requested many extensions for renovations to Orefield Road, Cedar Crest Boulevard, and Ritter Road. The demands fall into three main categories: street trees, sidewalks and curbing, and cartway expansion.
Comments on traffic, stormwater management expansion, and clarification requests were included in a township engineering services project evaluation. If the upgrades that are suggested for the Ridge Farms development are not put into place, the Cedar Crest Boulevard and Huckleberry Road crossroads is going to see further delays due to the increased traffic going to and from the school.
The township believes working with PennDOT will help better determine what upgrades are necessary to enable the high school expansion, even without the proposed Ridge Farms enhancements. Parkland's engineer's recommedation is to install visible triangles at the corners of Cedar Crest Boulevard and Ritter Road as well as Orefield Road and Ritter Road.
The department's recommendation was to approve the proposal.
